Grant applications must be received by the staff director no later than the 15th of the month, prior to the meeting of the Commission, at which time the application will be considered.  The Staff Director shall ensure that all applications are distributed to the Grants Committee, and all Commissioners, as soon as received.

1.      Does the event serve a public purpose?

YES     NO       (If NO, this application cannot be processed.  DC law defines a public purpose as “an activity which serves as a benefit to the community as a whole, and which at the same time is directly related to the functions of government;”).

 

2.      Will the grant funds be used for projects/events that benefit public schools, or used to conduct programs (on a contractual basis) with existing government agencies?

3.      Does the amount requested exceed $500, or exceed 15% of the total project budget?

YES     NO       (If YES, this application cannot be processed.  Grants requested shall not equal more than 15% of the entire budget, or five hundred dollars, whichever is greater).

 

4.      Does the project/event duplicate already available programs and services?

YES     NO       (If YES, this application cannot be processed).

 

5.      Does the project/event benefit persons who reside, or work, within the Commission area?

YES     NO       (If NO, this application cannot be processed.  Projects should serve ANC 1B directly, whether they are based in the Commission area or primarily focus their efforts on 1B residents).

 

6.      How many will benefit from the grant?

 

7.      Will the project/event be for profit?

YES     NO       (If YES, this application cannot be processed.  Applicants cannot profit from the project being awarded).

 

8.      Will the funds awarded be used for entertainment, block parties, partisan political activities, or the purchase of meals/food?

YES     NO       (If YES, this application cannot be processed.  Grant funds cannot be used to support any of the activities listed in Question 8).

 

9.      What is the purpose of the project/event?

 

10.  How will the grant benefit the general public in ANC 1B’s area?

1-309.13(m)(3)  Within 60 days following the issuance of a grant, the grant recipient

                                    shall forward to the Commission a statement as to the use of

                                    the funds consistent with the grant application, complete with

                                    receipts which support the expenditures.
