February Minutes

 

The regular monthly meeting of ANC1B was held on Thursday, February 1, 2007, at 7:00 p.m. in the True Reformer Building, Commissioner Hunter being present as chair, and Commissioner Nadeau present as secretary. Other Commissioners present, Moss, Spalding, Conklin, Z. Wright, Akinmboni, Smith.

 

Commissioner Hunter called meeting to order with quorum at 7:00 p.m., and called for introductions.

 

Officers Reports & Announcements:

 

The minutes were approved unanimously with the request that future minutes include vote counts and designation of Commissioners to specific hearings.

 

The treasurer’s report included December secretary expenses of $18.75, payment of which had been authorized at January meeting; update on security fund payment.  Commissioner Hunter indicated that there will be a special executive committee meeting regarding the budget.

 

Commissioner Hunter called for community announcements. Commissioners Moss, Nadeau, and Hunter made announcements. Audience members from Councilmember Brown’s staff, Councilmember Graham’s staff and Mayor Fenty’s staff, introduced themselves.

 

Commission Business:

 

Presentation was given by Meghan Walsh with regard to BZA 17587 at 2616 Georgia Ave. Commissioner Smith moved that the Commission support the application for the variance for BZA 17587 and that Commissioners Spalding and Smith be designated to represent the Commission at the hearing. Commissioner Moss seconded the motion. The motion was adopted 7-0 after debate.

 

Commissioner Spalding made a presentation on text amendment ZC 06-47. Commissioner Spalding moved that the Commission support the text amendment ZC 06-47and that he be designated to represent the Commission at the hearing. Commissioner Moss seconded the motion. The motion was adopted 7-0.

 

Architects representing HPRB Case #07107 made a presentation. Commissioner Spalding moved that the Commission support this project at 1353 U Street and that he be designated to represent the Commission at the hearing. Commissioner Hunter seconded the motion. The motion was adopted 7-0 after debate.

 

Commissioner Spalding gave an ABRA protest update, during which time Commissioner Hunter moved that the Commission write to ABRA requesting that the license of the establishment, “Smarta/Broadway” at 1919 9th Street be revoked. Commissioner Moss seconded the motion. The motion was adopted 7-0 with. Commissioners Moss, Hunter and Spalding were designated to represent the Commission at the hearing.

 

The Commission heard a presentation on the community planning process for the development of the park at Girard & 14th Street.

 

The Commission heard a presentation from Steve Coleman of Washington Parks & People, and former Commissioner Tim Stephens. Commissioner Conklin moved that the Commission grant Washington Parks & People $2,000 for a community planning project for Meridian Hill Park. Commissioner Z. Wright seconded the motion. The motion was adopted 6-2 with debate.

 

The commission heard a presentation from Commissioner Hunter on the District of Columbia Public Education Reform Amendment Act. Commissioner Hunter moved that the Commission go on record in support of the Act and that Commissioner Hunter write a letter to the Chairman and members of Council expressing support for this legislation. Commissioner Smith seconded the motion. Commissioner Hunter was designated write the letter on behalf of the Commission. The motion was adopted 7-0, with 1 abstention.

 

The Commission heard a presentation from Commissioner Hunter on HR 328, the DC Voting Rights Act. Commissioner Hunter moved that the Commission go on record in support of HR 328. Commissioner Moss seconded the motion. The motion was adopted 8-0.

 

The Commission heard a presentation from Commissioners Hunter & Akinmboni on the YMCA Senior Citizen Exercise Program. Commissioner Hunter moved that the Commission support a grant for $2,000 for the establishment of the YMCA Senior Citizen Exercise Pilot Program. The motion was adopted 6-1.

 

The Commission heard a presentation from Commissioner Nadeau on the designation of Meridian Hill Park as an endangered site. Commissioner Nadeau moved that she be designated to write a letter to the DC Preservation League asking it to nominate Meridian Hill Park to be one of DC’s most endangered sites. Commissioner Conklin seconded the motion. The motion was adopted 7-0.
