MINUTES

 

 

2 January 2003, True Reformer Building, 1200 U Street, NW

 

Attending: Commissioners Guyot, Spalding, Hammonds, Thomas, Glover, Skinner,

                                                            Esters

Absent:     Commissioners Houston, Butler, Wilson, Littlepage

 

Meeting was called to order by acting chairperson Thomas at 7:15PM

 

 

Motion was made by Commissioner Guyot proposing a slate of officers:

            Commissioner Thomas  Chairperson

            Commissioner Skinner  Vice Chairman

            Commissioner Glover               Treasurer

            Commissioner Spalding Secretary

Seconded and accepted unanimously.

 

Minutes of the October 3, 2001 & November 7, 2001 meetings have not been received or approved.

 

Commissioner Glover presented the Treasurer’s report including the quarterly report for the period 7/1/02 to 9/30/02, the monthly report indicating a current balance of $80,951.92, and asked for approval of $410 for rental of a postal box.  Treasurer’s report was accepted unanimously 7-0-0.

 

Motion was made that:  Liquor License Renewals & New Liquor Licenses for ANC support Request Preferably the liquor license applicant and or a representative must be present when coming to the ANC for a letter of support.  Seconded and adopted unanimously.

 

Motion was made that all agenda items requested should be submitted in a timely manner, no later than two days prior to the scheduled ANC meeting.  This may prevent long late night meetings encouraging better attendance.  Requested agenda items submitted after the deadline will be placed at the end of the agenda and taken up as time allows.  Seconded and adopted unanimously.

 

Motion was made to authorize Commissioner Lawrence T. Guyot to testify of behalf of ANC1B at the hearing for the Prince Hall Mason’s Parking Lot (BZA 16938).  Seconded and adopted 5-1-1.  

 

Motion was made to authorize Commissioner Lawrence T. Guyot to testify of behalf of ANC1B at the hearings before the BZA, NCRC and other agencies regarding the Columbia Heights Parcels 27, 29 and 40.  Seconded and adopted 5-1-1.

Motion was made to support BZA Application  16965.  Applicant 2914 11th Street, LLC is requesting variance from the nonconforming structure provisions variance from the lot occupancy requirements and variances from the open and closed court requirements to allow an addition to an existing apartment house.  Seconded and adopted 7-0-0.

 

Motion was made to support BZA Application 16968.  Applicant Walker Memorial Baptist Church is seeking area variance reducing the rear yard requirements and a variance increasing the percentage of lot occupancy from 60 to 85 percent to construct a two-story addition to an existing church.  Seconded and adopted 7-0-0.

 

Motion was made to support a proposed land disposition agreement to DC USA for Parcel 27 (3116 14th St., 3200-3216 14th St., and 1402-1404 Park Road).  Seconded and adopted 7-0-0.

 

Motion was made to support a proposed land disposition agreement to Tivoli Partners LLC for Parcel 29 (1333-1336 Park Road, 3301-3331 14th St., 1324 and 1336-1358 Monroe St., and 3304-3312 Holmead Place).  Seconded and adopted 7-0-0.

 

Motion regarding parcel 40 was withdrawn.

 

Application for Grant from ANC1B.  Columbia Heights Village Together, Inc., 2900 14th Street, NW requests $5,000 for continuing operation of a non-profit social service agency created for the residents of Columbia Heights.  Applicant was not present and the request was tabled.

 

Motion was made to oppose condemnation of a home belonging to James A. Bridgers, 744 Harvard Street, NW (Square 2887, Lot 186).  Seconded and adopted 5-0-2.

 

Motion was made to support Expo Restaurant & Nightclub’s request for substantial change to a Class CR liquor license (#50190) to permit dancing for patrons.  Seconded and adopted 6-0-0.

 

Motion was made to support Chuck & Bill Bison Lounge request for renewal of a Class CR liquor license (#29303).  Seconded and adopted 7-0-0.

 

Motion was made to support Polly’s Café request for renewal of a Class CR liquor license (#30198).  Seconded and adopted 7-0-0.

 

Motion was made to support Dea’s Delicatessen & Liquors for renewal of a Class Ret. A liquor license (#10823).  Seconded and adopted 7-0-0.

 

Motion was made to support Black Cat for renewal of a Class Ret. CN liquor license (#36085).  Seconded and adopted 7-0-0.

 

Motion was made to support Bar Nun/Club 2000 for renewal of a Class Ret. CN liquor license (#33112).  Seconded and adopted 7-0-0.

Motion was made to support Velvet Lounge for renewal of a Class Ret. CR liquor license (#33158).  Seconded and adopted 7-0-0.

 

Motion was made to support 9:30 Club for renewal of a Class Ret. CN liquor license.

Seconded and adopted 7-0-0.

 

Motion was made to support Assmara Restaurant for a new Class CR liquor license.  Seconded and adopted 7-0-0.

 

Motion was made to support Roha Restaurant for a new Class CR liquor license.  Seconded and adopted 7-0-0.

 

Motion was made to request developer (Marvin Jawer, Jenco Group) to fund appropriate transfer of the “Duke Ellington Mural” or expect ANC1B to withdraw support of his development at 1290 U St.  Seconded and adopted 6-0-0.

 

Motion to support purchase of Fairmont Heights I & II was tabled.

 

Presentation of development plans by Gerard Reggeiro of a seven unit apartment building to be located inside the historic district at 1210 V Street, NW.  No variances requested.

 

Presentation of development plans by Gerard Reggeiro of a 28 unit apartment building “The Cardozo” to be constructed on the north-east corner of 11th and V Streets, NW. Requested ANC1B support of BZA variance of between thirty and forty percent reduction in recreation space requirement.  Motion was made to support this reduction in recreation space before the BZA.  Seconded and passed 5-2-0.

 

Motion was made to authorize the secretary to purchase a tape recording device to preserve the language of ANC1B debate, and to aid in transcription for letters and minutes.  Seconded and adopted 7-0-0.

 

Meeting adjourned at approximately 10:15PM.
