The ANC Home Rule Caucus

The chairman of ANC 1B, Commissioner Miguel Trindade Deramo, also leads the ANC Home Rule Caucus, which coordinates advocacy across commissions in defense of DC home rule. The caucus presently counts approximately 75 members District-wide. This page serves as a resource hub for the members of the caucus and other commissioners wishing to participate in its efforts.

 

Home Rule Caucus concurrent resolution: Condemning Federal Overreach in District of Columbia Policing and Demanding the Immediate Return of Local Funds

This resolution condemns the federal overreach in directing MPD operations and deploying National Guard units for purposes unrelated to an actual emergency, and demands their immediate removal; urges Congress to reject any extension of federal control beyond 30 days and to pass legislation to strengthen DC self-governance; requests that Congress restore DC’s authority to spend $1 billion in local funds; supports legal challenges by the District government, advocacy organizations, and residents contesting that the Section 740 invocation has been lawfully met; and demands full transparency regarding mission, rules of engagement, officer identifiability, arrest criteria, geographic scope, and duration.

Home Rule Caucus concurrent resolution: Regarding the Identifiability of Federal Agents and Officers Operating in the District of Columbia

This resolution requests that the Mayor, Deputy Mayor for Public Safety & Justice, DC’s federal representatives, and Council convey to federal counterparts the urgent need to develop clear policies on identifiability and use of face coverings by federal personnel conducting overt enforcement activities; urges the DC Attorney General to publicize information about federal agency policies on identifiability; recommends that the Council adopt legislation similar to Pennsylvania's proposed bill to restrict use of face coverings and anonymous uniforms by law enforcement officers, including federal personnel; and supports federal legislation to require immigration enforcement officers to display agency name and surname or badge number during overt enforcement activities.

Home Rule Caucus joint op-ed
